“Best for the waterline” is usually an editorial verdict. It is not necessarily a direction published by the brand that made the pencil. We checked 30 exact current eyeliners to answer the narrower question: which official pages actually say waterline, inner rim or tightline and which do not?
Twenty-one exact product pages explicitly authorized waterline use. Two more products were named for waterline use in a current first-party brand guide, one exact page mentioned tightlining but not lower-waterline use, five exact pages published no explicit waterline direction we could retain, and one roundup product could not be matched confidently to a current exact official listing.

What the 30-page audit found
- 21 exact pages explicitly said waterline. This class required a current exact product page to name the waterline, inner rim or equivalent placement, not merely “waterproof,” “kajal” or “ophthalmologist-tested.”
- Two products relied on a separate official guide. Stila and Maybelline currently name the exact pencil in first-party waterline or tightlining instructions, while the retained product-page wording alone did not establish the placement.
- Makeup by Mario said tightlining, not lower waterline. The distinction matters because tightlining commonly describes upper-lash-root or upper-rim placement. We did not silently widen that into an unrestricted lower-inner-rim claim.
- Five exact pages published no explicit waterline direction. Hung Vanngo, Lancôme, SHEGLAM, Urban Decay 24/7 Glide-On and Neutrogena remained in this class even when editorial roundups recommended them there.
- One exact identity remained unresolved. A roundup named NYX Retractable Long-Lasting Mechanical Eyeliner, while the current indexed official page is Vivid Rich Mechanical Pencil. The newer page’s waterline FAQ was not transferred to the differently named product without identity proof.
Waterline eyeliner brand claims: all 30 checked
The table records current brand wording, not a universal declaration that a product is medically safe for every eye. “No explicit wording found” means only that the retained brand page did not make the placement claim. It does not prove that the product cannot be used there.

Why “waterproof” cannot answer the question
Waterproof describes a performance claim. Waterline-directed describes a placement claim. They often appear together, but the audit found they are not interchangeable. Hung Vanngo’s exact page says waterproof and explains the formula’s run-resistant polymers, yet it does not direct use on the waterline. SHEGLAM likewise says waterproof and smudge-proof without naming the inner rim.
Urban Decay supplies the clearest counterexample. Its general 24/7 Glide-On page advertises waterproof wear across 38 shades. Its separate 24/7 Waterline page says the pencil was specifically developed for the inner rim. Treating the two exact products as the same item would erase the most useful claim distinction in the sample.
Tightlining is not always lower-waterline permission
Brand and editorial pages do not use “tightline” consistently. Makeup by Mario’s exact page says the Master Pigment Pro Pencil is suitable for tightlining, but its application instructions focus on the lash line. Lancôme also directs Drama Liqui-Pencil close to the lashes for a tightline without publishing an explicit lower-waterline instruction. We therefore kept tightlining separate from an unqualified waterline claim.
If your intended placement is the lower inner rim, look for wording that actually names the waterline, lower rim or inner rim. Laura Mercier, Urban Decay Waterline and ILIA are examples where the current exact page makes that placement clearer.
Ophthalmologist-tested is still a claim, not a personal guarantee
Several exact pages add ophthalmologist-tested, sensitive-eye or contact-lens wording. Those statements can help narrow a label check, but this audit did not review confidential test protocols or establish that every shade suits every wearer. A placement claim also does not cancel ordinary eye-cosmetic hygiene.
The FDA’s eye-cosmetic safety guidance says to stop immediately if a product irritates, keep hands and applicators clean, avoid sharing eye cosmetics, and avoid use during an eye infection or when surrounding skin is inflamed. Contact-lens wearers can also review the FDA’s everyday contact-lens care guidance.
How to use this audit
- Match the exact product name. Urban Decay Waterline and Urban Decay Glide-On are separate rows because their official placement wording differs.
- Check the current page and package. Claims, shades, formulas and availability can change. A current package may be newer than an indexed page.
- Do not promote waterproof into waterline-safe. Look for the actual placement sentence.
- Keep upper and lower placement separate. Tightlining may refer to upper-lash-root definition, not broad permission for every inner-rim technique.
- Treat editorial use as a lead, not proof. Roundups defined the sample; official brand sources determined the classification.

- Sample: 27 current exact product names deduplicated from three prominent waterline-eyeliner roundups, after excluding one discontinued product without a current exact official match, plus three current official-market controls. The final fixed sample contains 30 rows.
- Roundup sources: Allure’s 2026 eight-product guide, Who What Wear’s 16-product guide, and Marie Claire’s 11-product guide.
- Preferred evidence: current exact official product pages. A first-party brand guide was accepted only when it named the exact product. Customer reviews, marketplace copy and editorial usage did not establish a brand claim.
- Classification rule: “exact page explicitly says waterline use” requires waterline, inner-rim or equivalent placement wording on the exact page. Waterproof, water-resistant, kajal, ophthalmologist-tested and suitable-for-contacts wording cannot substitute.
- Identity rule: a differently named current product was not assumed to be a renamed predecessor or successor. The NYX row therefore remains unresolved.
- Availability rule: an out-of-stock shade or page was reported but did not change the wording classification.
Limitations
Brand pages, formulas, directions, shade ranges and regional availability can change. Dynamic commerce pages may expose different wording by country or variant. “No explicit wording found” is not a prohibition, and “waterline-safe” or “ophthalmologist-tested” remains the brand’s current claim rather than a HomeWise clinical conclusion. This research does not diagnose dry eye, allergy, infection or contact-lens problems, and it does not compare comfort, migration, pigment, wear or removal. Stop using a product that irritates and seek appropriate professional care when symptoms persist.
